Peru Support Group (PSG)

The Peru Support Group is an independent NGO focused on human rights, social inclusion, sustainable developemnt and democracy.

Based in London, PSG was founded in 1983 to raise awareness of human rights violations during the internal conflict in Peru.

Since then, it has worked with a network of Peruvian and European organisations, academics, and activists. Lord Alderdice is currently the president of the Peru Support Group.

Truth and Reconciliation Commission (TRC)

The Truth and Reconciliation Commission (TRC) (In Spanish: Comisión de la Verdad y Reconciliación) was established in response to the period of internal conflict Peru faced between 1980 and 2000.

The TRC was mandated to ivestigate investigate nvestigate human rights violations committed by both terrorist groups (Shining Path and MRTA) and the Peruvian State.

The Final Report was published on August 28, 2003. Amongst other findings, it found that poor, rural, and Indigenous communities were disproportionately affected by human rights violations by both insurgent and state actors. To address these violations and deep routed inequalites, the Commission’s recommendations spanned justice, reparations, and democratic reform.

Truth and Reconciliation: An Agenda for the Future

In 2004, Lord Alderdice and John Battle (then Labour MP for Leeds West) visited Peru to evaluate the implementation of TRC recommendations. Amongst their findings, they called for increased domestic and international support for successful implementations of the initial TRC findings and broader poverty and social injustice reforms.

Twenty Years on: Forgetting and Remembering

In May 2023, Lord Alderdice and PSR’s coordinator Ana Reyes-Hurt visited Peru. Their visit coincided with the 20th anniversary of the TRC report. Subsequently, they produced a report reflecting on the progress and challenges in implementing the TRC’s findings for Human Rights. Their recommendations covered increased international communication about post-conflict challenges, engaging with memory, increasing economic development and political representation and ensuring socially, economically, or geographically marginalised communities are engaged with and supported.
